Whenever your brush will not spin it could be caused by a few different part. The Hoover 38528035 is the flat belt that goes from the motor to the pulley. This belt gets stretched over time and needs to be replaced about once a year. The second belt is the Hoover 38528034 which is the V-belt. The V-belt will typically last much longer but will rub down on the sides and make it so the brush won't spin and often you will notice some play in the belt when this happens. The last thing that could be wrong is the brushroll may have melted on it's side end caps. The plastic end caps on the brush often get full of dirt and debris causing more friction, wearing out the belts and can even melt the brush roll. It is always a good idea to take out the brush and see if it spins freely, if it does not, you will need to change that as well.
